My dad thinks I'm incompetent

So my father wrote me an email about getting ready for Europe. Check out the following excerpt:

"If you intend to use your bank card at an ATM you need to verify with the Bank that it will honor the request. You need to put some money into the account for which you have atm access."

Gee, I have to have money in my checking account to use my debit card at the machine . . . This makes so much sense now!
